Access to the General Healthcare System (GHS)

 

1. Registration as a Beneficiary in GHS

What do you need to know
The General Healthcare System (GHS) offers universal and equitable access to quality healthcare services. If you are a Cypriot citizen and are permanently returning to Cyprus, you can register with the GHS regardless of your employment status. Your family members – spouse and children up to 21 years old – can also register. If you are an EU or third-country citizen, you will need a residence permit and an alien registration number (ARC).

What do you need to do?

Step 1:
See if you meet the criteria of Article 16 of the GeSY Law.

 

Step 2:
Register online via the official website:
 Registration in GHS for Beneficiaries

 

Step 3:
If you are a pensioner from another EU Member State, obtain the S1 form from the country that pays your pension.

 

Step 4:
Submit the S1 to the Ministry of Health and then proceed with your registration with the GHS and the selection of a personal doctor.

 

2. How to register as a Healthcare Provider with GHS

 

What do you need to know
If you are a healthcare professional and wish to offer services through GHSY, you must first register as an eligible beneficiary and then submit an application for registration and contract. The process is carried out through the Providers' Portal.

What do you need to do?

Step 1:
Ensure you have a valid Cypriot identification document (Identity Card or Alien Registration Certificate).

 

Step 2:
Register on the Provider Portal and complete the application electronically for the service you wish to offer:

Step 3:
Print and sign the application you submitted electronically. Send it by courier to OAY along with all the required documents.

 

Step 4:
If your application is approved, you will be notified by email to sign a contract (if applicable).

 

What else do you need to know

  • In the event of a reassessment, proof of usual residence may be requested.
  • If you receive a pension from another EU country, your healthcare cover is provided through the S1 by the awarding country.
  • European or third-country nationals who are family members of a Cypriot pensioner must also secure an S1 before settling in Cyprus.

Registration Process for Health Professionals with the respective Registration Councils, Ministry of Health

 

What do you need to know?;

If you are returning to Cyprus and wish to practice medicine, you must first register with the Cyprus Medical Registry and obtain a Practicing Licence.. The Medical Council of Cyprus (MCC) is the official authority that manages all related matters: registrations, recognition of degrees and specialisation titles, as well as the approval of the operation of medical companies, after they have been previously approved by the Registrar of Companies.

If you have submitted a complete application with all the necessary supporting documents, your application is usually processed within 1–1.5 months for returnees.

 

What do you need to do?

 

Step 1: Check if you meet the requirements

 

Can you apply to the Cyprus Medical Council if:

 

  • Are you a Cypriot citizen, a citizen of an EU member state, or the spouse/child of a Cypriot or European citizen

 

  • Do you have a medical degree which is included in Annex 5.1.1 of Directive 2005/36/EC

 

  • If you have a degree from a third country, it must be recognised by KY.S.A.T.S. or an equivalent European body.

 

  • If you have worked for at least 3 consecutive years in the EU in the last 5-year period, recognition by KY.S.A.T.S. is not required, provided you have a relevant certificate.

 

  • If you hold a specialist qualification, you must comply with Annex 5.1.3. of the Directive or the Regulatory Acts CD P357/2003 (for third countries)

 

  • You must know the Greek language (level C1 or equivalent certificate)

 

Step 2:

Download and complete the appropriate application form from the Cyprus Medical Council website:

  • If you have a degree from outside the EU: It must be recognised by KY.S.A.T.S. or another competent authority.
  • If you have a degree from an EU country: it is examined whether it falls under Directive 2005/36/EC
  • If available: speciality title and proof of duration of training
  • Professional status certificates (from all countries you have worked)
  • Professional Practice Licence (from another country)
  • Curriculum Vitae (explain any employment gaps exceeding 5 months)
  • Proof of payment of the amount of 100 euros to a Bank Account of the Medical Council of Cyprus 
  • Certificate of Greek language knowledge (level C1 or equivalent). Knowledge of the Greek language is necessary to be able to practise medicine in Cyprus, in accordance with European legislation.

 

What else do you need to know?;

 

  • If you have a degree from outside the EU, recognition by KY.S.A.T.S. is essential, unless you have professional experience in the EU.
  • For specialist titles from third countries, compatibility with specific Cypriot standards is required
  • If you want to establish a medical company, you first need registration in the Register and a practising licence from the Cyprus Medical Association.
  • The company name must include only the names of the participating doctors.

What do you need to know?;

If you are returning to Cyprus and wish to practise as a dentist, you will need to register with the Cyprus Dentists' Register. The Dental Council is the competent authority for the recognition of your qualifications, registration in the Register, and the approval for the operation of dental companies. If you have submitted a complete file with all the necessary supporting documents, your application is usually examined within three months.

 

What do you need to do?

 

Step 1: Check if you meet the requirements

Can you apply if:

  • Are you a Cypriot citizen, a citizen of an EU member state, or the spouse/child of a Cypriot or European citizen?
  • Do you have a dental degree which is included in Annex 5.3.2 of Directive 2005/36/EC?
  • You have a clean criminal record.
  • Do you hold a certificate of knowledge of the Greek language (level C1)

Step 2: Complete the appropriate application
Download and complete the application for registration or recognition of speciality from the website of the Dental Council. Carefully read the completion guide.

 

Step 3: Gather all the necessary supporting documents

£50 to submit an application
€300 for registration with the Dentists Register
€350 for recognition of a speciality (if applicable)

  • Birth certificate or identification

  • Certificate of equality and equivalence from DOATAP or a European body (where required)
  • Professional licence (where required)
  • Proof of payment of €50 to the Dental Council's account

 

Additionally, for EU citizens or Cypriots working abroad:

  • Passport
  • Certificate of Current Professional Status
  • Certificate of knowledge of the Greek language (Level C1)
  • Professional practising licence and certificate of service duration (where required)

To register a Dental Company

  • Prerequisite: you are already registered on the Register of Dentists.
  • The company name must only include the dentist's name(s).

 

Required certificates:

  • Annual professional licence from the Pancyprian Dental Association
  • Proof of payment of €150 (marked «OEPP Registration / Company Name») to the Dental Council's account

What else do you need to know

The annual leave is issued by the Pancypriot Dental Association
The documents must be certified by the issuing authority, embassy or a lawyer in Cyprus (not by certifying officers).
Knowledge of the Greek language is essential
Applications are reviewed within 3 months.

If you are returning to Cyprus and have studied or worked abroad, in order to practice your profession here, you must first register in the relevant Register of the Cyprus Nursing and Midwifery Council (CYNMC) and obtain a License to Practice. The Council is the competent authority that will assess your professional qualifications and proceed with your registration and the issuance of a license to practice. The process may take- up to a maximum of 3 months. A license to practice is subject to renewal on a four yearly basis.

 

What do you need to do?

Step 1: Download and complete the correct application form, depending on your education:

  • General Nursing
  • Psychiatric Nursing
  • Midwifery

Step 2: Read the instructions carefully and gather all the necessary documents (see details below).

Step 3: Pay the registration fee (€35) to the Council's account.

  • Knowledge of the Greek language is essential for the practice of the profession.
  • The forms are drafted in simple language with full instructions.
  • Documents originating from other countries must be translated or certified. Documents in the Greek or English language do not have to be translated. If original documents are submitted they can not be returned.
